Our mission is to connect every vessel on the water to create a comprehensive, real-time picture of our oceans, unlocking critical data insights that underpin a prosperous global maritime ecosystem.

The world’s oceans - vital arteries of global commerce - remain largely invisible in real time. This creates major challenges for safety, security, and environmental oversight.

Our founder, Neil Sobin, saw that while AI was reshaping industries on land, the ocean remained overlooked, lacking the real-time sensing infrastructure modern systems depend on. With a background in mapping, edge data, and AI, he saw a path forward: turn ordinary vessels into intelligent nodes in a global maritime network.

Quartermaster now combines onboard sensors, real-time communication, and AI-powered analysis to bring visibility to the surface of the sea, empowering coast guards, navies, insurers, and researchers with the data they need.

Our leadership team combines extensive domain experience in maritime security with expertise in AI and robotics, and a proven track record in scaling future-focused technologies.

Neil Sobin

CEO

Neil brings over a decade of experience building technology products at the intersection of distributed networks and AI. Through his experience he saw that AI's leverage depends entirely on the data beneath it, and that the best sensing network is the one already operating in the world. As founder and CEO, his focus is on building the network, the team, and the technology that close the ocean's data gap and deliver Quartermaster's capabilities to commercial and working fleets worldwide.

Matt Beck

COO

Matt brings two decades of operational leadership across the Navy, the Department of State, and the commercial technology sector. He spent 13 years on active duty in the US Navy and continues to serve as a reservist. Before Quartermaster, he led Navy growth at Scale AI alongside Neil, then helped scale a commercial software company delivering aviation capabilities to the Air Force. His focus is on building the systems and teams that deliver Quartermaster's capabilities reliably to commercial and government partners across a growing global fleet.

Steve Ribaudo

Steve brings over two decades of experience building and deploying commercial technology for government and enterprise customers, most recently as VP of Growth at Anduril, and previously at DARPA and in federal service. His focus is on building the partnerships that turn new technical capabilities into real operational use for both commercial and government partners at scale.
